South Texas District



The Noon Optimist Club of Galveston is a member club of the South Texas District of Optimist International. The District funcitions "as an administrative division of Optimist International in furtherance of the purposes of Optimist International, with Bylaws and Policies as established by the International Board of Directors. The District provides service and support to Clubs for the purpose of enhancing growth, participation, administration and youth service." (OI Bylaws Article VII, Section 2)








The presiding officer is the District Governor. The District Board meets at three quarterly conferences and a fourth quarter convention. These meetings also serve as an opportunity for the general membership to attend for the sponsored training and other events. Our current South Texas Governor is Joe Smith. To help administer with the Governor, the Executive Board consists of the Governor-Elect, Immeidate Past Governor, Past Governor, Secretary-Treasurer, and elected Lieutenant Governors.









The South Texas District consists of about 90 clubs covering a vast expanse of 99 counties. To better manage the district, we have sixteens zones, each with three up to seven clubs. Each of these zones has a Lieutenant Governor overseeing the administration and communication among the clubs and up to district. Noon Optimist Club of Galveston is part of Zone 15. Our current Lt. Governor is Duane Ullman, who has appointed a Zone Membership Chair this year, James Ayers, Charter and Immediate Past President of the Dickinson Club.
